ျမန္မာ အာဆမ္ ႏိုင္ငံျခားေရး ၀န္ၾကီးမ်ားအစည္းေ၀း တြင္ ေဒၚေအာင္ဆန္းစုၾကည္မွ အဖြင္႔ မိ္န္႔ခြန္းေျပာ

ျမန္မာႏိုင္ငံ ေနျပည္ေတာ္တြင္ က်င္းပေနေသာ အာရွ ဥေရာပ ႏိုင္ငံျခားေရး၀န္ၾကီးမ်ား ၅၀ တက္ေရာက္ေသာ အာဆမ္ အစည္းေ၀းၾကီးကို ဆက္လက္ က်င္းပေနပါတယ္။
ထိုအစည္းေ၀းတြင္ ဘဂၤလားေဒ႔ခ်္ ႏိုင္ငံမွ အာဆမ္ အစည္းေ၀းသို႔တက္ေရာက္လာေသာ အဆင္႔ျမင္႔အရာ၇ိွ မ်ားျဖစ္သည္႔ တရုတ္ ဂ်ပန္ ႏွင္႔ အျခား ႏိုင္ငံျခားေရး၀န္ၾကီးမ်ား အေပၚသို႔ ပိုျပီး အရိွန္ျမင္႔တက္ ဖိအားမ်ားရရိွရန္ ေဆာင္ရြက္ေၾကာင္း သတင္းမ်ားထြက္ေပၚခဲ႔သည္။
အာဆမ္သို႔တက္ေရာက္လာမည္ျဖစ္ေသာ ေဒသ အသီးသီးမွ ႏိုင္ငံျခားေရး အဆင္႔ျမင္႔ အရာရိွမ်ားကို ဘဂၤလားေဒ႔ခ်္  ျမန္မာ နယ္စပ္ ဒုကၡသည္ စခန္းသို႔ လြန္ခဲ႔ေသာ စေန နွင္႔ တနဂၤေႏြေန႔မ်ားတြင္ ကနဦး ဖိတ္ေခၚ ျပသခဲ႔ျပီး ျမန္မာျပည္မွ ထြက္ေျပးလာေသာ ရိုဟင္ဂ်ာမ်ားကို ျပန္လည္ျပီး လက္ခံဖို႔ တိုက္တြန္းေသာ ေဆာင္ရြက္မွဳမ်ား အားထုတ္ ခဲ႔တယ္လို႔လည္း ဆိုပါတယ္။
သို႔ေသာ္အစည္းေ၀းတြင္ အဆိုပါ ကိစၥမ်ားထက္ ေဒသတြင္းမွ စြမ္းအင္ ႏွင္႔ ပို႔ေဆာင္ ဆက္သြယ္ေရး ၊ရာသီဥတု ႏွင္႔ သဘာ၀ ပတ္၀န္းက်င္ ပ်က္စီး ေျပာင္းလဲမွဳ ၊ ဆင္းရဲခ်မ္းသာကြာဟမွဳ အၾကမ္းဖက္မွဳ လံုျခံဳေရးဆိုင္ရာ ကိစၥ ပညာေရးႏုင္႔ ရင္းႏွီျမဳပ္ႏွံမွဳဆိုင္ရာမ်ားဘက္ကိုသာ အေလးေပး ေဆြးေႏြးမွဳမ်ား ေပၚထြက္ခဲ႔တယ္လို႔ သိရပါ တယ္။
သို႔ေသာ္ တက္ေရာက္လာေသာ သက္ဆိုင္ရာ သံတမန္တစ္ဦးမွ က်ေနာ္တို႔ ပထမတြင္ ရိုဟင္ဂ်ာ ျပသနာကို အၾကီးက်ယ္ တြန္းတင္ မီးေမာင္းထိုးေဖၚေဆာင္ဖို႔၇ိွခဲ႔ေၾကာင္း သို႔ရာတြင္ ေနာက္ပိုင္းမွသာ ေျပာဆို ျဖစ္ေကာင္းေျပာဆိုျဖစ္ၾကမွာ ျဖစ္ျပီး ကြဲလြဲေသာ ႏိုင္ငံေရးဆိုင္ရာ ထုတ္ျပန္ခ်က္ တစံုတရာေတာ႔ ျဖစ္လာႏိုင္ေၾကာင္း အဆိုပါ ထုတ္ျပန္ခ်က္ထဲတြင္လည္း အျပဳသေဘာေဆာင္ေသာ ၀ိုင္း၀န္းပူးေပါင္း အေျဖရွာေဖြေသာ အျပဳသေဘာေဆာင္သည္႔ အေနထားမ်ိုးကို ဦးတည္မွာျဖစ္ေၾကာင္းႏွင္႔ ေဒၚေအာင္ဆန္း စုၾကည္ကေတာ႔ အဆိုပါ ကိစၥနွင္႔ပတ္သက္၍ တစံုတရာ ေဖၚျပျခင္းမရိွပဲ ျငိမ္သက္ေနဆဲျဖစ္ေၾကာင္းကို UNB သတင္း ဌာနကို ေျပာၾကားခဲ႔ပါတယ္။

Ahead of ASEM Foreign Ministers’ Meeting in Myanmar, Bangladesh tried to make the best use of high-level visits from a number of countries, including China and Japan in the last two days — Saturday and Sunday — to mount pressure on Myanmar and expedite talks for sending Rohingyas back to their homeland. After visiting Rohingya camps, the Foreign Ministers on Sunday said they will raise the issue at the ASEM FMs meeting. Bangladesh is expecting louder voice from the international community at the meeting. Connectivity across the diverse domains, transport, tourism, climate change, energy security, poverty reduction, people to people contact and cultural cooperation, education, trade and investment cooperation will also be discussed. A diplomat who is in touch with the upcoming ASEM Foreign Ministers’ meeting told UNB that the joint visit to Bangladesh, including Rohingya camps, before their participation in the ASEM FMs’ meeting does put Myanmar on the spotlight for its failure to address the Rohingya issue. “I can assume that the European leaders are very serious about this issue and they would definitely bring additional pressure on Myanmar authorities for Resolution of the issue,” he said wishing to remain unnamed. The diplomat said they might go for a separate Political Declaration, during the Summit or ask regional players to play a more constructive role in resolving this protracted issue. ရွင္းလင္းေျပာၾကားေပးသည့္ အတြက္ ေဒါက္တာ ကိုဖီအာနန္အား ေက်းဇူးတင္ရွိပါတယ္။

ရခိုင္ျပည္နယ္ရဲ႕ လြန္စြာခက္ခဲသည့္ ျပႆနာ တစ္ခု အား ေျဖရွင္းရန္ ၿပီးခဲ့သည့္ (၁၂) လ ေက်ာ္ ကာလ အတြင္း ေဒါက္တာကိုဖီအာနန္အေနျဖင့္ မနားမေန ႀကိဳးပမ္းေဆာင္႐ြက္ခဲ့ပါတယ္။ ရခိုင္ျပည္နယ္ ေရရွည္ ၿငိမ္းခ်မ္းေရးႏွင့္ ဖြံ႕ၿဖိဳးတိုးတက္ေရးအတြက္ အေကာင္းဆုံးနည္းလမ္းကိုရွာေဖြရန္ ေဒါက္တာ ကိုဖီအာနန္ ႏွင့္ ေကာ္မရွင္ အဖြဲ႕ဝင္မ်ား သည္ ျမန္မာႏိုင္ငံ အတြင္းရွိ သက္ဆိုင္သူမ်ား၊ ေဒသတြင္းႏွင့္ ေဒသ ျပင္ပရွိ သက္ဆိုင္သူမ်ားႏွင့္ က်ယ္က်ယ္ျပန္႔ျပန္႔ ေဆြးေႏြးခဲ့ၾကပါတယ္။
ေဒါက္တာ ကိုဖီအာနန္ရဲ႕ ယေန႔ ရွင္းလင္းေျပာၾကားမႈ ဟာ ကိုယ္တိုင္ျမင္ေတြ႕ရသည့္ အရင္းအျမစ္ က ရရွိေသာ သတင္းအခ်က္အလက္မ်ားႏွင့္ ေသခ်ာစြာ သုေတသနျပဳထားသည့္ အခ်က္အလက္မ်ားကို အေျခခံ၍ ေျပာၾကားျခင္း ျဖစ္ပါတယ္။ ၎၏ ရွင္းလင္းေျပာၾကားမႈဟာ မိမိတို႔ အႀကိမ္ႀကိမ္ ၾကားေနရ သည့္ ယထာဘုတက်မႈ မရွိသည့္ ရွင္းလင္းေျပာၾကားမႈမ်ားႏွင့္ လြန္စြာ ကြာျခားပါတယ္။
ေဒါက္တာကိုဖီအာနန္ အေနျဖင့္ ရခိုင္ျပည္နယ္ကိစၥသည္ မည္မၽွ႐ႈပ္ေထြးၿပီး၊ စိန္ေခၚမႈမ်ားရွိသည့္ ကိစၥ၊ ႏိုင္ငံတကာ၏ အာ႐ုံစိုက္မႈျဖစ္လာရသည့္ အေၾကာင္းအရင္း၊ ေရွ႕ဆက္ေဆာင္႐ြက္ရမည့္ အေကာင္းဆုံး ျဖစ္ႏိုင္သည့္ နည္းလမ္းမ်ားအေပၚ ေကာင္းစြာ သိရွိနားလည္သည္ကို ၎၏ ရွင္းလင္းေျပာၾကားမႈက ထင္ဟပ္လ်က္ရွိပါတယ္။
ျမန္မာႏိုင္ငံ ရင္ဆိုင္ေနရသည့္ စိန္ေခၚမႈက လြန္စြာႀကီးမားပါတယ္။ မၾကာမီက ျဖစ္ပ်က္ခဲ့မႈမ်ားက ဤအေျခအေနကို ပိုမို႐ႈပ္ေထြးေစပါတယ္။
ေဒါက္တာ ကိုဖီအာနန္ ေျပာၾကားခဲ့သကဲ့သို႔၊ ဒီစိန္ေခၚမႈမ်ားဟာ ေန႔ခ်င္းညခ်င္း ေျဖရွင္း၍ မရႏိုင္ သကဲ့သို႔ ျမန္မာတစ္ႏိုင္ငံတည္းျဖင့္လည္း ေျဖရွင္း၍ မရႏိုင္ပါ။ႏိုင္ငံတကာအသိုက္အဝန္း၏ နားလည္ေပးမႈ၊ ပံ့ပိုးေပးမႈမ်ားျဖင့္ ျမန္မာႏိုင္ငံ ၏ ႀကိဳးပမ္းေဆာင္႐ြက္ေနမႈမ်ား အေပၚ ပိုမိုအားေကာင္းေအာင္ ေဆာင္႐ြက္ ေပးၾကရမွာျဖစ္ပါတယ္။
အႀကံေပးေကာ္မရွင္၏ အႀကံျပဳခ်က္မ်ားသည္ ရခိုင္ျပည္နယ္တြင္ ေရရွည္ၿငိမ္းခ်မ္းေရးရရွိေရး အတြက္ အသင့္ေလ်ာ္ဆုံး လမ္းျပေျမပုံ တစ္ခု အျဖစ္ ျမန္မာႏိုင္ငံအစိုးရ အေနျဖင့္ ခိုင္မာစြာ ယုံၾကည္ပါတယ္။
မိမိတို႔အေနျဖင့္ ေကာ္မရွင္၏ အစီရင္ခံစာကို လက္ခံႀကိဳဆိုခဲ့ၿပီးျဖစ္ပါတယ္။
အႀကံျပဳခ်က္မ်ားကို လ်င္ျမန္စြာ အေကာင္အထည္ေဖာ္ႏိုင္ေရးအတြက္ ဝန္ႀကီးအဆင့္ ေကာ္မတီတစ္ရပ္ ကို ဖြဲ႕စည္းထားၿပီး လုပ္ငန္းမ်ားကိုလည္း စတင္ေဆာင္႐ြက္ေနၿပီျဖစ္ပါတယ္။
ေကာ္မတီကို လိုအပ္ေသာ အႀကံမ်ား ေပးႏိုင္ေရးအတြက္ ျပည္တြင္း၊ ျပည္ပရွိ ထင္ေပၚေက်ာ္ၾကား ၿပီး ေလးစားရသူမ်ား၊ ကၽြမ္းက်င္သူမ်ား ပါဝင္သည့္ အႀကံေပးဘုတ္အဖြဲ႕ကို ဖြဲ႕စည္းသြားရန္ ရွိပါတယ္။ ျပည္ပမွ ကၽြမ္းက်င္သူမ်ား ထည့္သြင္းဖြဲ႕စည္းျခင္းျဖင့္ ေရွ႕ဆက္သြားရမည့္ နည္းလမ္းရွာေဖြရာမွာ အေထာက္အကူ ျဖစ္ေစမည္ဟု ေမၽွာ္လင့္ပါတယ္။
ရခိုင္ျပည္နယ္ကိစၥကို အေလးထား ေဆာင္႐ြက္ေနသည့္ တစ္ခ်ိန္တည္း၊ ႏိုင္ငံတြင္း အျခားေဒသမ်ား တြင္ မိမိတို႔ ရင္ဆိုင္ေနရသည့္ ႏိုင္ငံေရး၊ စီးပြားေရး၊ လူမႈေရး စိန္ေခၚမႈမ်ားကို ေျဖရွင္းရန္ လိုအပ္သည္ ကိုလည္း ေကာင္းစြာသိရွိနားလည္ပါတယ္။ 
ဒီတာဝန္ဟာ လြန္စြာမွ ႀကီးမားလွပါတယ္။

ႏိုင္ငံတကာ အသိုက္အဝန္းအေနျဖင့္ မိမိတို႔အေျခအေနအေပၚ သေဘာေပါက္နားလည္ၿပီး၊ မိမိတို႔၏ ဒီမိုကေရစီ လုပ္ငန္း စဥ္တည္တံ့ခိုင္ၿမဲေရး အတြက္အားေပး ေထာက္ခံၾကရန္လိုအပ္ပါတယ္။
ျမန္မာႏိုင္ငံအေနျဖင့္ ကုလသမဂၢ ႏွင့္ ဆက္ဆံေရးသည္ အေရးႀကီးသည္ဟု ခံယူထားၿပီး ဆက္ဆံ ေရးကို ပိုမိုတိုးတက္ေအာင္ ဆက္လက္ထိန္းသိမ္းေဆာင္႐ြက္သြားပါမယ္။ ကုလသမဂၢ ဒုတိယအတြင္းေရးမွဴးခ်ဳပ္ မစၥတာ ဂ်က္ဖရီဖဲ့လ္မန္သည္ ယခုအခါ ျမန္မာႏိုင္ငံသို႔ သြားေရာက္လ်က္ရွိပါ တယ္။ ၎ အေနျဖင့္ ရခိုင္ျပည္နယ္သို႔ သြားေရာက္၍ ေျမျပင္အေျခအေနမ်ားကို ကိုယ္တိုင္ကိုယ္က် ၾကည့္႐ႈခြင့္ရရွိမွာ ျဖစ္ပါတယ္။ မိမိတို႔အေနျဖင့္ ကုလသမဂၢ အတြင္းေရးမႉးခ်ဳပ္ကိုလည္း ျမန္မာႏိုင္ငံသို႔ လာေရာက္ရန္ ဖိတ္ၾကားထားပါတယ္။ မၾကာမီအခ်ိန္အတြင္း ျမန္မာႏိုင္ငံသို႔ လာေရာက္ႏိုင္လိမ့္မည္ဟု ေမၽွာ္လင့္ပါ တယ္။
ႏိုင္ငံတကာ အသိုက္အဝန္း၏ တာဝန္ရွိသည့္ အဖြဲ႕ဝင္ႏိုင္ငံ တစ္ႏိုင္ငံအေနျဖင့္ ျမန္မာႏိုင္ငံသည္ မိမိတို႔ ကတိကဝတ္ ျပဳထားမႈမ်ားအားလုံးကို မပ်က္မကြက္ အေကာင္အထည္ေဖာ္သြားမွာျဖစ္ပါတယ္။
ႏိုင္ငံေတာ္၏ အတိုင္ပင္ခံပုဂၢိဳလ္ ေဒၚေအာင္ဆန္းစုၾကည္မွ ယမန္ေန႔က ျပည္သူမ်ားသို႔ ေျပာၾကား ခဲ့သည့္ တင္ျပခ်က္တြင္လည္း ရခိုင္ျပည္နယ္ဖြံ႕ၿဖိဳးေရးအတြက္ ေဆာင္႐ြက္သြားမည္ကို အတည္ျပဳေျပာၾကား ခဲ့ပါတယ္။
အစိုးရအေနျဖင့္ ခ်က္ခ်င္းေဆာင္႐ြက္သြားမည့္ အဓိက လုပ္ငန္းသုံးခုကို ခ်မွတ္ခဲ့ပါတယ္ -
(၁) ဒုကၡသည္မ်ား ျပန္လည္ လက္ခံေရးႏွင့္ လူသားခ်င္းစာနာေထာက္ထားမႈဆိုင္ရာ အကူအညီမ်ား ေပးအပ္ေရး၊
(၂) တိမ္းေရွာင္ေနသည့္ အသိုက္အဝန္းမ်ားအားလုံးအတြက္ ျပန္လည္ေနရာခ်ထားေရးႏွင့္ ျပန္လည္ ထူေထာင္ေရး၊
(၃) ရခိုင္ျပည္နယ္ ေရရွည္ တည္ၿငိမ္ ေအးခ်မ္းေရးႏွင့္ ဖြံ႕ၿဖိဳးတိုးတက္ေရး တို႔ျဖစ္ပါတယ္။ 
ႏိုင္ငံေတာ္၏ အတိုင္ပင္ခံပုဂၢိဳလ္ ကိုယ္တိုင္ ဥကၠဌအျဖစ္ ေဆာင္႐ြက္မည့္ ရခိုင္ျပည္နယ္ အတြင္း လူသားခ်င္းစာနာမႈ အကူအညီ အေထာက္အပံ့ေပးေရး၊ ျပန္လည္ေနရာခ်ထားေရး၊ ဖြံ႕ၿဖိဳး တိုးတက္ေရး စီမံကိန္း ဟု ေခၚသည့္ ယႏၲရား သစ္တစ္ခုကိုလည္း တည္ေထာင္ခဲ့ပါတယ္။

ဒီယႏၲရားအရ အစိုးရ၊ ျပည္သူ၊ ပုဂၢလိက က႑၊ အစိုးရမဟုတ္ေသာ အဖြဲ႕အစည္းမ်ား၊ အရပ္ဖက္ လူမႈ႔အဖြဲ႕အစည္းမ်ား၊ ဖြံ႕ၿဖိဳးတိုးတက္မႈဆိုင္ရာ မိတ္ဖက္မ်ား၊ ကုလသမဂၢ ေအဂ်င္စီမ်ား၊ ႏိုင္ငံတကာ အစိုးရ မဟုတ္ေသာ အဖြဲ႕အစည္းမ်ား အၾကား ပူးေပါင္းပါဝင္ေဆာင္႐ြက္သြားၾကမွာ ျဖစ္ပါတယ္။
ယင္းလုပ္ငန္းအစီအစဥ္ကို ေအာက္တိုဘာလ (၁၅) ရက္ေန႔တြင္ စတင္မွာျဖစ္ပါတယ္။
ဒီေနရာမွာ ယမန္ေန႔က ႏိုင္ငံေတာ္၏ အတိုင္ပင္ခံပုဂၢိဳလ္ အေလးထား ေျပာၾကားခဲ့သည္မ်ားကို ထပ္ေလာင္း ေျပာၾကားလိုပါတယ္။ ႏိုင္ငံတကာ အသိုက္အဝန္း၏ တိုက္တြန္း ေျပာၾကားမႈမ်ားကို အေျပာ ထက္ လက္ေတြ႕ လုပ္ေဆာင္ခ်က္မ်ား၊ တိုးတက္မႈရလဒ္မ်ား ျပသကာ တုံ႔ျပန္ေဆာင္႐ြက္သြားမွာ ျဖစ္ပါတယ္။
သဘာပတိႀကီးခင္ဗ်ား၊
နိဂုံးမခ်ဳပ္မီ၊ ၿပီးခဲ့သည့္ အစည္းအေဝး၌ မိမိတို႔ ေတြ႕ဆုံခဲ့စဥ္ ေကာင္စီအဖြဲ႕ဝင္ႏိုင္ငံမ်ားမွ ထုတ္ေဖာ္ ေျပာၾကားခဲ့ သည့္ စိုးရိမ္မႈမ်ားႏွင့္ ပတ္သက္၍ ရွင္းလင္း ေျပာၾကားလိုပါတယ္။

ပထမအခ်က္အေနျဖင့္၊ အၾကမ္းဖက္မႈမ်ားမွာ ရခိုင္ျပည္နယ္ေျမာက္ပိုင္း၌ ေလ်ာ့က်သြားၿပီျဖစ္ၿပီး၊ လုံၿခဳံေရးတပ္ဖြဲ႕မ်ားအေနျဖင့္ စက္တင္ဘာလ (၅) ရက္ေန႔မွ စ၍ နယ္ေျမရွင္းလင္းမႈမ်ားကို ရပ္ဆိုင္းခဲ့ၿပီ ျဖစ္ပါတယ္။ လုံၿခဳံေရးအေျခအေန ေကာင္းမြန္လာသည့္အေလ်ာက္ ရန္ကုန္ၿမိဳ႕ရွိ သံတမန္မ်ားသည္ သတင္းမီဒီယာမ်ားႏွင့္အတူ အၾကမ္းဖက္မႈမ်ားျဖစ္ပြားခဲ့သည့္ ရခိုင္ျပည္နယ္ေျမာက္ပိုင္း သို႔ ေအာက္တိုဘာလ (၂) ရက္ေန႔က သြားေရာက္ႏိုင္ခဲ့ပါတယ္။ ထို႔ေနာက္ ဝန္ႀကီးမ်ားႏွင့္ အိမ္နီးခ်င္းႏိုင္ငံမ်ား ျဖစ္ေသာ ဘဂၤလားေဒ့ရွ္၊ တ႐ုတ္၊ အိႏၵိယ၊ လာအို၊ ထိုင္းႏိုင္ငံတို႔မွ သံအမတ္ႀကီးမ်ားသည္လည္း ျမန္မာႏိုင္ငံႏွင့္ ဘဂၤလားေဒ့ရွ္ႏိုင္ငံ နယ္စပ္ေဒသသို႔ ေအာက္တိုဘာလ (၁၀) ရက္ေန႔က သြားေရာက္ ခဲ့ပါတယ္။
ဒုတိယအခ်က္အေနျဖင့္၊ လူသားခ်င္းစာနာမႈအကူအညီမ်ားကို ခြဲျခားမႈ မရွိဘဲ၊ အထိခိုက္ခံရသည့္ သူအားလုံးသို႔ ေပးအပ္ လ်က္ရွိပါတယ္။ အစိုးရ အေနျဖင့္ ၾကက္ေျခနီလႈပ္ရွားမႈ အဖြဲ႕ႏွင့္ ပူးေပါင္း၍ အေထာက္အပံ့ပစၥည္းမ်ား ျဖန္႔ေဝ ေပးလ်က္ရွိပါတယ္။ WFP၊ FAO၊ ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management ႏွင့္ ပုဂၢလိက အလႉရွင္မ်ား ပါဝင္မႈျဖင့္၊ လာမည့္ ေန႔ရက္မ်ားတြင္ လူသားခ်င္းစာနာမႈ အကူအညီမ်ား လိုအပ္သည့္ သူမ်ားထံသို႔ ပိုမိုေရာက္ရွိေတာ့မည္ဟု ေမၽွာ္လင့္ပါတယ္။
တတိယအခ်က္အေနျဖင့္၊ ဒုကၡသည္မ်ား ျပန္လည္လက္ခံေရးႏွင့္ စပ္လ်ဥ္း၍ ျမန္မာႏိုင္ငံႏွင့္ ဘဂၤလားေဒ့ရွ္ႏိုင္ငံ တို႔အၾကား ႏွစ္ႏိုင္ငံေဆြးေႏြးမႈမ်ား စတင္ ျပဳလုပ္ခဲ့ပါတယ္။ ႏိုင္ငံေတာ္အတိုင္ပင္ခံ႐ုံး ဝန္ႀကီးဌာန၊ ျပည္ေထာင္စု ဝန္ႀကီးသည္ ေအာက္တိုဘာလ (၁)ရက္ေန႔ မွ (၃) ရက္ေန႔ အထိ ဒါကာၿမိဳ႕သို႔ သြားေရာက္ခဲ့ၿပီး၊ ျပန္လည္ လက္ခံေရးႏွင့္ ပတ္သက္၍ ပူးတြဲလုပ္ငန္းအဖြဲ႕တစ္ရပ္ ဖြဲ႕စည္းသြားရန္ ႏွစ္ဘက္လုံးမွ သေဘာတူခဲ့ၿပီးျဖစ္ပါတယ္။ ေဆြးေႏြးမႈမ်ား ဆက္လက္ ျပဳလုပ္ႏိုင္ရန္ ဘဂၤလားေဒ့ရွ္ႏိုင္ငံ ႏိုင္ငံျခားေရးဝန္ႀကီးႏွင့္ ျပည္ထဲေရးဝန္ႀကီး တို႔အား ေနျပည္ေတာ္ သို႔ လာေရာက္ရန္ ဖိတ္ၾကား ထားပါတယ္။
စတုတၳအခ်က္အေနျဖင့္၊ ရခိုင္ျပည္နယ္ဆိုင္ရာ အႀကံေပးေကာ္မရွင္၏ အႀကံျပဳခ်က္မ်ားသည္ အသင့္ေလ်ာ္ဆုံးလမ္းျပေျမပုံ တစ္ခုျဖစ္ေၾကာင္း ႏိုင္ငံတကာအသိုက္အဝန္းနည္းတူ ျမန္မာႏိုင္ငံ အေန ျဖင့္လည္း ႐ႈျမင္ပါတယ္။
ပၪၥမအခ်က္အေနျဖင့္၊ တာဝန္ယူမႈ၊ တာဝန္ခံမႈႏွင့္ ပတ္သက္၍ မိမိတို႔ အေနျဖင့္ တရားဥပေဒ စိုးမိုးေရးကို အေလးထားရပ္တည္ပါေၾကာင္း ထပ္ေလာင္း ေျပာၾကားလိုပါတယ္။ တရားဥပေဒ၏ အထက္တြင္ မည္သူမၽွ မရွိပါ။ ခိုင္လုံေသာ အေထာက္အထားရွိပါက ဥပေဒခ်ိဳးေဖာက္သူမ်ားကို အေရးယူသြားမွာ ျဖစ္ပါတယ္။

ရခိုင္ျပည္နယ္ရွိ လူအမ်ား၏ ဒုကၡေရာက္ေနမႈမ်ားအေပၚ ျမန္မာႏိုင္ငံအစိုးရအေနျဖင့္ အေလးထားမႈ မရွိဟူေသာ စြပ္စြဲမႈမ်ားရွိေနပါတယ္။ မိမိတို႔အစိုးရအေနျဖင့္ ယင္းအေျခအေနအား လစ္လ်ဴ႐ႈထားျခင္း လုံးဝ မရွိသည့္အျပင္ ဆယ္စု ႏွစ္ေပါင္းမ်ားစြာ ရွိေနခဲ့သည့္ ယင္းျပႆနာမ်ားအား ေရရွည္တည္တံ့မည့္ အေျဖ ရရွိေရး အတြက္ ဦးစားေပးလုပ္ငန္းတစ္ရပ္အျဖစ္ေဆာင္႐ြက္လ်က္ရွိပါတယ္။ အိုးအိမ္မ်ား စြန္႔ခြာတိမ္းေရွာင္ ေနရသည့္ အျပစ္မဲ့သူမ်ား ဒုကၡေရာက္ ခံစားေနရမႈေပၚ မိမိတို႔အေနျဖင့္ မ်ားစြာ စိတ္မေကာင္းျဖစ္ ရပါတယ္။

French President Emmanuel Macron on Wednesday said attacks on Myanmar’s Rohingya minority amounted to “genocide”.
France will work with other members of the UN Security Council for a condemnation of “this genocide which is unfolding, this ethnic cleansing”, Macron said in an interview with the French TV channel TMC.
Macron’s use of the word “genocide” marks his strongest verbal attack yet on the military drive against the Rohingya.
More than 420,000 members of the Muslim minority have fled Myanmar for the safety of neighbouring Bangladesh.
“We must condemn the ethnic purification which is under way and act,” Macron said.
“Asking for the violence to end, asking for humanitarian access… progressively enables an escalation” under UN auspices, Macron said.
“When the UN issues a condemnation, there are consequences which can provide a framework for intervention under the UN,” Macron said.
Rohingya, who are predominantly Muslim, are reviled by many in Buddhist-majority Myanmar.
The UN human rights chief has described the systematic attacks against the Rohingya minority by the security forces as a “textbook example of ethnic cleansing”.

Rohingya crisis: UN to investigate reports of ethnic cleansing by Burmese military of the Muslim minority group

The UN has announced it will investigate reports of mass killings, torture, sexual violence, and the burning of Rohingya villages in Burma.
At least 400,000 people are believed to have fled over the border into Bangladesh to escape widespread rape, murder and the destruction of whole villages in the western state of Rakhine by the Burmese military and mobs from the country's Buddhist-majority population.
Desperate refugees have reportedly been seen climbing over wire border fences in an attempt to escape and the Burmese military are reportedly laying land mines to ensure they do not return. 
The Rohingya, who are predominately Muslim, have faced persecution in Burma for decades but there has been a fresh upsurge in violence against them since 25 August after a small group of Islamist militants attacked 30 police stations and a military base.
The UN has previously said the violence was a "textbook example of ethnic cleansing" and urged the Burmese military to end operations in the region, grant access to humanitarian groups and commit to aiding the safe return of civilians to their homes. 
The chairman of the fact-finding mission, Marzuki Darusman asked the Human Rights Council for a further six months to investigate the violence – taking it up to September 2018 – saying the team "will go where the evidence leads us". 
He also called for the Burmese government to release its own investigation in the violence in Rakhine state which was completed in August. 
But the Burmese ambassador to the UN, Htin Lynn, said the investigation was "not a helpful course of action" and said Burma was taking proportionate security measures against terrorists to restore peace.

UNITED NATIONS:  Britain has asked for the U.N. Security Council to meet on Wednesday to discuss escalating deadly violence between Rohingya insurgents and Myanmar security forces in Rakhine state, Britain’s U.N. Ambassador Matthew Rycroft said on Tuesday.
“Need to address long-term issues in Rakhine, urge restraint by all parties,” Rycroft posted on Twitter.
A series of coordinated attacks by Rohingya insurgents on security forces in the north of Myanmar’s Rakhine state on Friday has triggered a fresh exodus to Bangladesh of Rohingya Muslim villagers trying to escape the violence.

BREAKING NEWS: Mob Kill Rohingya Muslim in Rakhine

YANGON — A mob killed a Rohingya man in the Rakhine State capital Sittwe on Tuesday, according to the district’s Police Major Win Naung told The Irrawaddy.
The man was one of seven self-identifying Rohingya Muslims from Dapaing camp for internally displaced people on the outskirts of Sittwe taken by police to witness a trial in Sittwe Township court, according to the major, although details of the trial have not been released.
The group visited Ywar Gyi Mrauk quarter two kilometers from the court in downtown Sittwe during a break in the trial, he said, when they were attacked by a gang of men from the ward. One man was killed on the spot and another Rohingya man from the group was severely injured.
The injured man is receiving treatment at Sittwe General Hospital, said Police Major Win Naung, adding that the mob was armed, without specifying with what weapons.
The Myanmar government does not recognize Rakhine State’s Muslim minority Rohingya among the country’s official ethnic groups, and labels them as “Bengali” to suggest they are interlopers from Bangladesh.
Sittwe has restricted areas where Rohingya Muslims are forbidden from shopping at the town market and entering Rakhine quarters, and Rakhine residents are forbidden from visiting Muslim quarters without police permission.
Police Major Win Naung said the police were not aware the group of Rohingya had traveled to Ywar Gyi Mrauk quarter, a restricted area for Rohingya Muslims.
Sittwe residents told The Irrawaddy over the phone that the attack took place in the area on Tuesday afternoon.
U Saw Lwin, a Rohingya Muslim from Dapaing camp, said that seven or eight police officers escorted the group to the court and that the rest of the group was yet to arrive back at the camp.
“The government has the responsibility for this incident. It happened because the security was weak. We are not allowed to visit Rakhine wards without guards,” he said.

Myanmar’s anti-Muslim No-1 Wirathu bravely insults Islam and its Prophet

Wirathu is using YouTube channel as an alternative way of spreading anti-Muslim hate speech after his Facebook accounts were blocked.
– Infamous Buddhist monk of Myanmar, Wirathu, insulted Islam and its Prophet in his YouTube video, the latest effort seems to escalate his anti-Muslim campaign in the country.
The video uploaded in the name of ‘Defense against Jihadism (2)’ on Jun 10th, Wirathu accused Muslim holy book of Quran encourage its follower to destroy holy statues and images of other faiths highlighting the acts of some Islamist militants in Philipines and Afghanistan.
“Quran itself encourages terrorism and it is clearly show that Islam was established by terror”, he said.
He also insulted prophet Muhammed.
“Quran states that Muhammed himself set up Islam on violence.”
Although Myanmar has enacted religious defamation law, it apparently seems to placate country’s Buddhist majority.
In the past, Wirathu has repeatedly used his speech to attack Muslims citizens and Islam.
In early March, the country’s highest religious authority has banned his sermons for one year with the aim of preventing from spreading hate speech.
Wirathu and his followers have been trying to shape Islam as a threat to Buddhism in recent years exploiting the acts of global Islamist militants.
Since 2012, dozens of Mosques, hundreds of Muslims homes and Muslim owned businesses have been destroyed and burnt down across the country in the anti-Muslim violence by Buddhist nationalist while several Muslims were killed and thousands were displaced.

North Korea crisis: North test-fires ballistic missile


North Korea has test-fired a ballistic missile, South Korean and US military officials say.
It apparently exploded seconds after lift-off, the South Korean military was quoted as saying by Yonhap news agency. The US military said the missile did not leave North Korean territory.
It was fired from a site in South Pyeongan province north of Pyongyang in the early hours of Saturday local time, South Korea said.
The type of missile is not yet known.
US President Donald Trump tweeted: "North Korea disrespected the wishes of China & its highly respected President when it launched, though unsuccessfully, a missile today. Bad!"
So far there has been no word from North Korea.
Tensions in the region have increased lately, with both North and South Korea conducting military exercises.
North Korea has made repeated attempts to miniaturise nuclear warheads and fit them on long-range missiles capable of reaching the US.

"North Korea fired an unidentified missile from a site in the vicinity of Bukchang in Pyeongannam-do (South Pyeongan Province) early this morning," the South Korean Joint Chiefs of Staff (JSC) said in a statement, Yonhap reports.
It added that the missile apparently exploded, just seconds after the launch.
Meanwhile, Commander Dave Benham, a spokesman for US Pacific Command, said the "launch occurred near the Pukchang airfield (north of Pyongyang)".
He added that the missile did not leave North Korean territory and did not pose a threat to North America.
The launch occurred a matter of hours after the US Secretary of State Rex Tillerson called on the rest of the world to help force North Korea to give up its nuclear ambitions.
Speaking at the UN Security Council, Mr Tillerson warned of "catastrophic consequences" if the Council did not act, saying it was "likely only a matter of time before North Korea develops the capability to strike the US mainland".
The US would use military force if necessary, he said.
Mr Tillerson accused Council members of not fully enforcing existing sanctions against the North, and called on China in particular to leverage its trade links as influence.
But the Chinese Foreign Minister, Wang Yi, said the key to solving the problem did not lie with his country.

What are the sanctions on North Korea?

UN sanctions include a ban on selling arms and fuel to North Korea, as well as a host of items that could be used for weapons-making.
But a recent UN study found that fragments from a North Korean missile test included electronics that had been obtained either from or via Chinese enterprises.
The US has separate, stricter sanctions including a blanket ban on trade and a blacklist of anyone dealing with North Korea.

North Korea launches missile despite US tensions


Defiant Pyongyang fires suspected ICBM despite US warnings, but projectile reportedly blows up on take off in failure.

North Korea launched a missile early on Sunday in defiance of American threats, but it reportedly blew up on take off, its arch rivals say. 
Fears have been growing that the reclusive North could soon conduct its sixth nuclear test or more missile launches in defiance of UN sanctions and stark warnings from the United States that a policy of patience was over.
The attempted blast off near Sinpo, on North Korea's east coast, is believed to have failed shortly after launch, the South Korean and American militaries said.
North Korea showcases new missiles at military parade
The launch comes a day after the North held a military parade in its capital Pyongyang marking the birth anniversary of the state founder, where what appeared to be new ballistic missiles were displayed.
"The North attempted to launch an unidentified missile from near the Sinpo region this morning but it is suspected to have failed," the South's Office of the Joint Chiefs of Staff said in a statement.
There were no further details, and the office said it was analysing the launch.
The US Pacific Command detected and tracked what it assessed to be a North Korean ballistic missile launch early Sunday, said Navy Commander Dave Benham, a military spokesman.
"The missile blew up almost immediately," Benham said. "The type of missile is still being assessed."
There was no immediate response from Pyongyang.
The North launched an intercontinental ballistic missile (ICBM) from the same region earlier this month ahead of a summit meeting between the leaders of the United States and China, its key ally, to discuss the North's increasingly defiant arms programme.
The White House has said US President Donald Trump has put the North "on notice", while the possibility of American military action against Pyongyang has gained traction following US cruise missile strikes against Syria on April 7.
Trump has ordered a navy strike group flagshipped by a nuclear-powered aircraft carrier to head to the region as a show of force as his officials assess tougher economic sanctions, as well as military options against the North.
The North has in turn warned of a nuclear strike against the United States if provoked.
Pyongyang says it has developed and would launch a missile that can strike the mainland United States, but officials and experts believe it is some time away from mastering all the necessary technology.
US defence chief Jim Mattis said in a statement on Sunday: "The president and his military team are aware of North Korea's most recent unsuccessful missile launch. The president has no further comment."

North Korea 'ready for nuclear attack' amid show of force

North Korea has warned the US not to take provocative action in the region, saying it is "ready to hit back with nuclear attacks".
The comments came as North Korea marked the 105th anniversary of the birth of its founding president, Kim Il-sung.
A huge parade in Pyongyang was held amid speculation current leader Kim Jong-un could order a new nuclear test.
Among the hardware on display appeared to be new intercontinental and submarine-launched ballistic missiles.
The show of strength comes amid mounting tension, with a US aircraft carrier group steaming towards the region.
"We're prepared to respond to an all-out war with an all-out war," said Choe Ryong-hae, believed to be the country's second most powerful official.
"We are ready to hit back with nuclear attacks of our own style against any nuclear attacks," he said.
Rows of military bands and goose-stepping and sword-wielding soldiers marched through Pyongyang's main Kim Il-sung square for the "Day of the Sun" celebrations, as a black-suited Kim Jong-un watched on.
He saluted an honour guard and took his place on the podium. At times he appeared relaxed and laughed with aides.
Military planes created the number 105 in the sky.
With concerns that North Korea is getting closer to successfully producing a nuclear arsenal, Saturday's parade was an opportunity for Mr Kim to broadcast North Korea's current military capabilities.
On display for the first time were what appeared to be the Pukkuksong submarine-launched ballistic missiles (SLBMs), which have a range of more than 1,000 km (600 miles).
Weapons analysts said there also appeared to be two new types of intercontinental ballistic missiles in canister launchers, but it remains unclear whether they have been tested.
The event made clear how vital the state's nuclear programme is to its future ambitions as it continues to ignore growing pressure from the US to abandon its nuclear weapons programme.
North Korea has conducted five nuclear tests and a series of missile launches. Experts and government officials believe it is working to develop nuclear-warhead missiles that can reach the US.
On Friday, China's Foreign Minister Wang Yi warned that "conflict could break out at any moment", adding that if war occurred there could be no winner.
Unlike at previous Pyongyang parades there did not appear to be any Chinese representatives present.
Adding to Chinese unease, US President Donald Trump said on Thursday that "the problem of North Korea" would be "taken care of".
"If China decides to help, that would be great. If not, we will solve the problem without them! U.S.A."
Vice-President Mike Pence will be in South Korea on Sunday as part of a 10-day Asia trip.
The aircraft carrier USS Carl Vinson and an accompanying battle group have also been sent to the Korean peninsula.
"We are sending an armada. Very powerful," Mr Trump told the Fox Business Network. "He is doing the wrong thing," he said of Kim Jong-un. "He's making a big mistake."
However, Associated Press quoted US officials as saying that the Trump administration was focusing more on raising pressure on North Korea with the help of China rather than using military force.
The US president has recently demonstrated his willingness to resort to military methods. He ordered a cruise missile attack on Syria in retaliation for a suspected chemical weapons attack, and the US military just used a huge bomb against so-called Islamic State in Afghanistan.

US drops 'largest non-nuclear bomb' in Afghanistan area populated by Isis members


The US has dropped the "mother of all bombs" - the largest non-nuclear weapon ever used in combat by the US military - on an area of eastern Afghanistan known to be populated by Isis-affiliated militants.
The Pentagon said the strike was the first time the 21,000lb weapon had been used in combat operations.
A spokesperson for the US Department of Defence confirmed to The Independent that a MC-130 aircraft dropped a GBU-43 bomb at 7pm local time.
The weapon is known in the US Air Force by its nickname MOAB, or "mother of all bombs". MOAB stands for massive ordinance air blast.
Pentagon spokesman Adam Stump said the bomb was dropped on a cave complex believed to be used by fighters affiliated to Isis in the Achin district of Nangarhar, close to the border with Pakistan.
The mission had been in the planning stages for months, the Pentagon said in a separate statement. However, they "did not have the information" on whether the mission was being planned during the previous Obama administration.
US Army General John W Nicholson, commander of the country's forces in Afghanistan, said in a written statement that the strike was designed to minimise the risk to Afghan and US forces conducting clearing operations in the Achin area "while maximising the destruction" of Isis fighters and facilities. He said Isis has been using improvised explosive devices, bunkers and tunnels to strengthen its defences.
White House press secretary Sean Spicer said the US had used a “large, powerful and accurately-delivered weapon” to disrupt the movements of militants in the country. 
“This is the right munition to reduce these obstacles and maintain the momentum of our offensive against Isis,” General John Nicholson, the head of US and international forces in Afghanistan, it said in a statement. 
Though the Pentagon confirmed to The Independent that the "signoff" went up to General Joseph Votel, commander of US Central Command, they could not say whether the order went all the way up to the White House.
A source said Donald Trump may have authorised the use of the bomb but he does not have to. There has been no official confirmation of the President’s involvement in the strike.
Central Command approval was required because the MOAB had to be moved across theatres to prepare for the mission.
Mr Spicer avoided answering any questions on whether Mr Trump was involved in the bombing, instead deferring to the Department of Defence.
The cargo aircraft used to drop the bomb was already located in Afghanistan prior to the mission.
There have been no assessments of civilian deaths as yet and it was not immediately clear how much damage the bomb did.

The 'mother of all bombs' was developed and tested shortly before the 2003 Iraq war.
Retired Lt. Col. Rick Francona told CNN the blast would “feel like a nuclear weapon to anyone near the area".
Veteran General Mark Hertling told the broadcaster the "Air Force must have had a good target...normally smaller artillery could have been used”.
The remote border area with Pakistan has been known as a breeding ground for an Isis affiliate called IS Khorosan.
A source told The Independent that the affiliations and aims of militant groups located in the Nangarhar border area changed regularly, and it was not possible to say exactly which group may have been targeted.

Russia sends warship to Mediterranean after US Navy destroyers launch Syria attack

A Russian warship is moving into the Mediterranean Sea and heading towards the two United States Navy destroyers that launched 59 Tomahawk missiles at a Syrian air base last night.
According to the report during a FOX Business segment, the Russian ship came from the Black Sea via the Basra Strait to reach the Mediterranean Sea and is heading towards the U.S.S. Ross and U.S.S. Porter.
There has been no announcement or report on what the warship’s intentions are as it is headed on a collision course with the two Navy destroyers.
